Dear Board, The OpenStack User Survey is happening now, and we need your help to ensure as many OpenStack community members as possible answer it. Our goal is to exceed the 350 deployments described in the last User Survey, as well as surpassing the 1315 OpenStack community members who answered the survey in the last cycle. That's why I'm asking for your help to reach out to your colleagues and customers to ensure we have the broadest possible representation on the User Survey. If your organization participated in the last survey, there's no need to start from scratch. Simply log back in with your user credentials to update your Deployment Profile. Hi All, Aptira and the Foundation are hosting the inaugural OpenStack Australia Day in Sydney and we're in the process of organising speakers and sponsorship. As leading organisations in the OpenStack sphere, I thought some of you or your organisations might be interested in participating, especially since Sydney is such a nice place to visit, even in autumn. Focusing on Open Source cloud technology, the aim of this conference is to gather industry users, vendors and solution providers to showcase the latest technologies and share real-world experiences of the next wave of IT virtualisation. OpenStack Australia Day will showcase a range of sessions on the broader cloud and Software Defined Infrastructure ecosystem including OpenStack, containers, PaaS and automation. OpenStack Board, It's been a privilege serving with you and excited to see bring Allison uses her considerable open source experience into the fold. I believe that interoperability remains a critical factor for OpenStack; in fact, I'm shifting my focus to even broader cross-platform interoperability because I see that as a key to open cloud success. I encourage the board to look at interop as building a broader ecosystem than just within the project boundaries. This is not an OpenStack challenge alone but it is our opportunity to be true open software leaders. I'm happy to talk about this (or any topic!) with you individually. Dear Board of Directors, We’re putting together the committee for the Austin Summit Travel Support Program, which will open next week, and we are looking for 3 board members to join. Every year we have 3 members from the Board of Directors, Technical Committee, User Committee, Ambassadors and Foundation staff. For the previous Summit we had Robert Esker, Egle Sigler, and Eileen Evans serve as committee members from the Board and we’re looking for three new individuals to join us this year. A big thank you to them! We were able to fund the accommodation and flight costs of 30 key contributors. Applications will close February 9 and the Travel Committee will have from February 10-23 to submit their votes. If you are available sometime during this timeframe (February 10-23) for approximately 2-4 hours and are interested in being part of the Travel Support Committee, please let me know by end of next week. Call for candidates for individual directors

I don't recall the notifications on the individual directors call for candidates being sent out. The nominations appear to be open (https://www.openstack.org/election/2016-individual-director-election/) since November 23rd but I think a bit more publicity is needed to get the maximum community coverage. There are a couple of glitches in the web pages also - In the candidate application (https://www.openstack.org/profile/CandidateApplication/) the last question refers to the priorities in 2015. I think this should be 2016. - In https://www.openstack.org/profile/election, the "See The Current Nominations" links to the 2015 candidates page rather than https://www.openstack.org/election/2016-individual-director-election/Candida teList/ - In prior years, an email was sent when people nominated you. OpenStack Board colleagues and Gold members, After 4.5 years with DreamHost as CEO, the DreamHost Board and I are agreeing that I will step down as CEO effective November 25, 2015. It's been a fantastic 4+ years in the role, and I have so appreciated being a part of forming the OpenStack Foundation, representing Gold members on the Board, and collaborating with the community and each of you to build OpenStack into what it is today. I will still be very involved in OpenStack as a community member and through Akanda, the major contributor to the OpenStack Astara network virtualization and services orchestration project. As many of you know I co-founded Akanda in 2014 and Chair the Board, as well as being an investor. This idea was developed by the Women of OpenStack, and we encourage everyone in the community, even if you aren’t able to attend the Summit, to join in! To participate, use the hashtag #WeAreOpenStack on Twitter, Facebook or Instagram to show what the OpenStack community means to you. Posts can include pictures of you with fellow community members or your perspective of being a part of the community. The OpenStack Summit Tokyo is simply going to be the launch of this hashtag, but after the Summit, continue to use the hashtag at different OpenStack events, including OpenStack Days, meetups and even day-to-day activities with your fellow Stackers. Outreachy: Call for Funding, Mentors

Hi everyone, Quick update on the Outreachy <https://www.gnome.org/outreachy/> program, including a request for funding and volunteer mentors. For those of you who are not aware, Outreachy helps people from groups underrepresented in free and open source software get involved by matching interns with established mentors in the upstream community. There have been a record 30 intern applicants and 11 volunteer mentors for OpenStack this next cycle, which will take place Dec 7, 2015 - March 7, 2016. The OpenStack program coordinators could use a few more volunteer mentors, and there has been specific interest in Ceilometer, Cinder, Horizon, Murano, Neutron, Nova, Sahara and Zaqar. This cycle, we’ve invested quite a bit of time cleaning up and improving the survey for operators and app developers, and we have more resources in place to improve reporting. OpenStack Foundation Tax Exempt Status

Hi everyone, I'm very happy to report that after a lengthy process with the US Internal Revenue Service (IRS), including an initial denial and an appeal, the OpenStack Foundation has been granted 501c6 tax exempt status. This is clear recognition of the positive impact that our Foundation is having on the cloud computing industry. While it may seem like a small administrative matter, the long term impact is very positive for the efforts of the Foundation and the industry, allowing us to devote more resources to ensuring the cloud revolution is truly open to everyone. We also hope this outcome for our Foundation benefits other open source organizations pursuing tax exempt status with the IRS now and in the future. Inhibiting remote participation clearly limits the ability of directors, especially individually elected directors, to participate in one of our peak governing bodies from outside of a small geographical area. If we are unwilling outsource resolution of a simple issue in a mature technological field, I cannot imagine how we can succeed in meeting our diversity goals in areas where the solution space is much less mature and the effort required from us all will be orders of magnitude higher. Does the board have any limitations in mind when it comes to the charter we approved just last month? If we do, I suggest we publish them so they can be debated and endorsed. I forgot to mention this at the meeting, but I'm keen to see specific feedback from the summit attendees. The sched.org app for Vancouver didn't seem to incorporate this, although there seems to be an option for an "audience report" of some sort. Some sort of NPS-style functionality would be a good starting point and deeper analytics would be awesome. I'm not sure what work has gone into this previously, so would be happy understand that, and any work currently under way. Cheers Roland

New Individual Director

Last month, Vishvananda Ishaya resigned as an Individual Director on the Board. Under the bylaws, the remaining Individual Directors have the right to appoint another individual to serve out Vish's term for the remainder of 2015. Section 4.2 of the bylaws provides: "In the case of the death, resignation or removal of any Individual Director (except for removal under Section 4.17), the vacancy may be filled by a majority vote of the remaining Individual Directors.” Last Thursday during a phone meeting, the Individual Directors selected Shane Wang to fill the open seat. Every year we have 3 members from the Board of Directors, Technical Committee, User Committee, Ambassadors and Foundation staff. For the previous Summit we had Alan Clark, Russell Bryant and Steve Hallett serve as committee members from the Board and we’re looking for three new individuals to join us this year. ATC status for translators

Hello, everyone. I noticed that the requested topics for the next board meeting [1] includes "ATC recognition for contributors". Based on some brief discussion at the "high 5" chat at the end of the last summit, I suspect this is related to people hearing concerns about providing ATC status for translation contributors. For more information about ATC status, see the TC charter [2]. Thanks for electing Parallels/Odin as an OpenStack Gold member

Hello Everyone, I just wanted to say hello to all the Gold members and Board of OpenStack, and thank you for electing us. We're looking forwards to working with you all in open source and trying to bring our service provider customers closer to OpenStack. I thought it might also be opportune to explain the relationship between Odin and Parallels, since most of you have seen the Odin signs on our booth in Vancouver. Odin is essentially a rebrand of the Service Provider side of the business with the Consumer Products side (the one that produces Desktop for Mac) keeping the Parallels brand. The corporate entity which houses us is still called Parallels, Inc. The reason for doing this is brand separation and the avoidance of brand confusion. To illustrate the problem: at our booth in OpenStack Atlanta, we ended up fielding a lot of desktop for Mac questions ... including a couple about what on earth desktop for Mac had to do with OpenStack. At our booth in Vancouver, we didn't get any desktop for Mac questions at all. Finally, Parallels and now Odin have been on a fairly long journey in Open Source. The initial strong push began in 2011 where we were instrumental in setting up the containers meeting at the Kernel summit which lead to the unification of containers technology inside the Linux Kernel. The announcement that OpenVZ rather than being a throw it over the wall release, will be a fully open source upstream product (with open mailing lists, repositories and development processes): http://lists.openvz.org/pipermail/announce/2015-June/000592.html represents the completion of the first stage (of course, the journey itself is never over). Those of you who've been on a similar journey will recognise this means that we're also embracing an open source business model for at least our containers business. And part of this embrace means that we're very much interested in open source governance, because good governance is essential to our open source business strategy, so we're looking forwards to contributing in this area as well as stepping up our code contributions. Hello Fellow Board Members, In my mind, part of being a good board member is keeping up with current OpenStack developments. I am not currently working on OpenStack, and I don't have the time to stay abreast of all of the great stuff coming down the pipe. Therefore, with a heavy heart, I wanted to let you know that I have tendered my resignation from the board. It has been an absolute pleasure working with all of you, and I hope to find my way back to OpenStack again. DefCore Update

The new guidelines do NOT change the coverage in any way. We wanted to re-organize the capabilities and JSON schema to allow more fine grained discussions. Directors, The latest May 17 Board meeting agenda is posted on the wiki[1]. Heather Kirksey, Director of the OPNFV project has accepted our invitation to participate in the meeting as part of our continued strategic discussions. As you'll recall, at the March Board meeting we held 4 breakout sessions. Our discussion with Heather will be a continuation from that effort as per the suggested outcomes from the IoT/NFV March breakout. Heather will provide a brief introduction, but I asked her to plan that the session be an active discussion with the Board Directors. Please come prepared with your questions. Due to meeting time constraints we will target the 3 other breakout areas for the next board meeting. The Board will hold an Executive Session during the Board meeting. The meeting agenda also contains discussion topics began at or carried forward from the April Board meeting. We will also receive updates and reports from several committees with Board votes expected. Please send me any additional items for the agenda. This committee will sponsor and create programs that encourage diversity by identifying and removing the barriers that keep us from having a diverse, thriving community. The programs defined by this committee will apply to the Board of Directors, OpenStack Foundation, Technical Committee, PTLs, Developers and the entire OpenStack Community. Each program will have specific success metrics and the committee will provide regular updates on all programs to the Board as well as the Community. Tristan, Regarding some of your tweets yesterday, specifically: https://twitter.com/tristangoode/status/590524567333965825 and not forgetting another recent incident including: https://twitter.com/tristangoode/status/567055657124106240 If anyone in our community told a new sponsor to fuck off and used words like "lazy, gutless, and racist" to describe board members, I'd feel like we should address that head on. Much has been written about how dealing with poisonous people is an important test for any community. For a board member to be acting this way is completely unacceptable. While no doubt speaking in a personal capacity here, your behavior reflects badly on the gold members you represent, the board, the foundation, and the community generally. Furthermore, you've recently sought to champion the cause of diversity in our community. The most fundamental thing any community can do to increase diversity is to make the community a safe, friendly, and welcoming place for everyone. Your behavior is destructive to the cause you claim to care deeply about. I hope you take a step back and reflect on this, and I hope you apologize. Mark.

Directors, As part of the May 17 Board meeting, we would like to advance the Strategy discussions we began at the March 3 Board meeting. A couple weeks ago Mark Collier sent out a recap covering the March Strategy and Planning discussion. The recap summarized recommendations from the 4 breakout topic areas. The breakout areas being: 1. IoT / NFV 2. Containers & Developer Tools 3. Public & Hybrid Clouds 4. Product Management Unfortunately time constraints at the May meeting will limit us to addressing only one of those topics. We'll leverage the July Austin board meeting to address the other three. Given the NFV activities that are planned at the Summit, which will bring members of the OPNFV community to the Summit location, we propose to focus on breakout topic #1 (IoT/NFV) at the May 17 board meeting. Second, we propose to invite Heather Kirksey, the Director of the OPNFV project to give us additional perspective on this topic at the Board meeting. Two of the four "Overall Recommendations" in Mark's recap are centered around embracing strategic and adjacent industry groups, technologies, and communities building on our foundational IaaS and to foster collaboration across communities. Inviting Heather gives the Board the opportunity to hear directly from the OPNFV community their perspective on how OpenStack fits with OPNFV, dependencies, direction and thoughts on future relations. Some example discussion topics that we would like to suggest to Heather are: - Fit -- What does the success of OpenStack mean to OPNFV -- Where OpenStack fits and does not fit with OPNFV -- What is the potential addressable market -- Would OpenStack Foundation be surprised in the way OPNFV is using OpenStack. In other words is it being used as commonly intended and expected? - Dependencies -- What does OPNFV highly need from OpenStack to be successful -- What other open source or standards communities does OpenStack need to be working with? ODL, Contrail, OVN, ETSI? And how can OPNFV help us. - Direction -- Is there something the OpenStack Board needs to do to ensure strategic directions alignment with OPNFV? - Relationship -- What should be relationship be between OPNFV and OpenStack Foundation? -- Any thoughts on better coordinating collaborative work? - Overall -- How would you measure success between the two organizations? Guidelines Draft Phase (A) Starting: S-3 A1. New Guidelines Start From Previous Guidelines 1. Receive DefCore Dedicated Section Guidelines 2. New Guidelines start from the previous Board approved document. 3. New Guidelines are given the preliminary name of the target year and .next. A2. Community Groups Tests into Capabilities 1. DefCore Committee coordinates community activities with the TC and PTLs to revise the capabilities based on current technical needs and functionality. 2. Groupings may change between iterations. 3. Tests must have unique identifiers that are durable across releases and grouping changes to be considered. 4. Tests must be under OpenStack governance. A3. PTLs Recommend Changes to Designated Sections A4. DefCore Committee identifies required capabilities 1. DefCore uses Board approved DefCore scoring criteria to evaluate capabilities. 2. DefCore needs Board approval to change scoring criteria. 3. Scoring criteria factor or weights cannot change after Draft is published. 4. DefCore identifies cut-off score for determining that a capability is required. 5. Capabilities will not be removed without being deprecated in the previous Guideline. 6. The Foundation may, but is not required to, provide tooling for running tests. 3. The Foundation may, but is not required to, define a required reporting format. 4. Self-test results may be published by Vendors in advance of Foundation review, but must be clearly labeled as "Unofficial Results - Not Yet Accepted By The OpenStack Foundation". Vendors who publish self-tests MUST provide them in the same format that would be submitted to the OpenStack Foundation but MAY provide additional formats if they choose to do so. 5. Self-test results cannot be used as proof of compliance. C2. Vendor submits results to Foundation for review 1. The Foundation determines the acceptable format for submissions. 2. The Foundation has final authority to determine if Vendor meets criteria. 3. The Foundation must provide a review of the results within 30 days. C3. Vendor Grievance Process 1. Vendors may raise concerns with specific tests to the DefCore committee. 2. The DefCore committee may choose to remove tests from a Guideline (known as flagging). 3. The DefCore committee must respond to vendor requests to flag tests within 30 days. 4. Vendors may not request flagging all tests in a capability. C4. Results of Vendor Self-Tests will be open 1. The Foundation will make the final results of approved vendors available to the community. 2. The Foundation will not publish incomplete or unapproved results. 3. Only "pass" results will be reported. Skipped and failed results will be omitted from the reports. 4. Reports will include individual test results, not just capability scoring. C5. API Usage Data Report 1. The Foundation will provide DefCore committee with an open report about API usage based on self-tests. 2. To the extent the data is available, capabilities beyond the DefCore list will be included in the report. Guideline Approval (D) Starting: S+3 D1. Board will review and approve DefCore Guideline from draft 1. Guidelines are set at the Platform, Component and Capability level only. 2. Text guideline document is authorative over the JSON representation. 3. DefCore will provide JSON representation for automated scoring 4. Notes for March 3 Board discussion

Hi everyone, In the March 3 board meeting we took some time to break off into groups to discuss emerging market opportunities: NFV/IoT, Containers, and Public & Hybrid Clouds. Additionally, given the importance of the new product management working group, there was a group focused on that. After the teams met they came back and shared their thoughts on the opportunities for OpenStack, which I attempted to summarize in the attached slides. The primary goal of the exercise was to raise awareness of the rapidly changing market landscape, while identfying potential areas to focus on going forward. One of the biggest takeaways was that there are many other communities and organizations working on adjacent technologies that we can better collaborate with, both at our summits and by working more directly in other forums. I look forward to working with everyone to ensure OpenStack is an integral part of these exciting emerging markets! Mark

Hi everyone, As mentioned on Wednesday, we made the switch to turn this list public yesterday. Any emails sent here going forward will be publicly visible in the archives: http://lists.openstack.org/pipermail/foundation-board/ Mark McLoughlin managed to send an email at the exact time we were moving the archives, so his message ended up in both lists. Well played, Mark! = ) For any confidential information, use the mailing list at foundation-board-confidential(a)lists.openstack.org. I’m happy that we’ve been able to implement this now as laid out in the the Transparency Policy. Since we have achieved the desired configuration, emails sent to the confidential mailing list are automatically considered Confidential Information under the Transparency Policy and should not be forwarded outside of the membership of that list without the consent of the person sending the original email. If you feel that information sent to the confidential list should be publicly available, first ask the original sender if they are willing to repost to this or some other public list. If you and the original sender disagree about whether or not the information should be made public, escalate to the Chairperson of the Board and Executive Director. If there is still disagreement, it may be brought before the Board as a whole. I hope that with this new list configuration we won’t have issues in this area, but in any case, none of us should act unilaterally in making confidential information public.
