Dear Board Directors, I want to bid farewell to you all and inform you that I'm officially transitioning Huawei's Board Director seat to Fred Li, cc'ed here, starting 8/1/2019. Fred has lead Huawei's OpenStack developer team, and been a significant contributor in growing the Open Source developer community in China for the last ~4 years (including contributing to 3 OpenStack/OpenInfra China Day events, and 9 Bug-Smash events). I'm sure Fred will do an awesome job being part of the OpenStack Foundation Board. I want to thank you for all of your support and friendship for the last 3+ years. I've enjoyed working with you and I'll definitely miss you. Nevertheless, I've caught the Open Source bug, and I am not leaving the Open Source community. I'm now working on Futurewei's Open Source processes, and we will be introducing Futurewei's Open Source projects very soon. So, you will be seeing me at future Open Source events! Shanghai Summit Information

Hi everyone, Hopefully you have seen that the Open Infrastructure Summit and Project Teams Gathering (PTG) is heading to Shanghai in November! We are excited to take the Summit to mainland China for the first time, and appreciate your organization’s support to make it a great week! In order to create a successful event, we wanted to share some of the changes we have incorporated: The CFP (which is currently open until July 2nd) is accepting sessions in both English and Chinese. Onsite, sessions will be presented in English and Mandarin. Simultaneous interpretation will be available for the keynotes; breakout session interpretation may be available pending submitted content. There are two registration options available - one in USD and one in RMB. Attendees have the ability to purchase tickets in the currency they prefer and receive an e-fapiao (chinese tax) receipt with RMB purchases. We have worked hard to lower ticket prices as much as possible upon receiving feedback from local community members. Suggest a candidate theme to the TC?

OpenStack Board Directors, At the Denver Leadership meeting[1], the TC included an update on the OpenStack-wide Goals or 'themes'. These themes are one or two goals that all the projects aim to complete during the release. Such goals aim to achieve visible common changes. I was happy to see the progress and At the meeting, the TC stated that it would be acceptable for the OpenStack Board to submit a suggested goal. This doesn't mean that the TC would automatically include it, but that it would then go through the TC process outlined on the TC goals page[2] for process and approval. Would it be productive for the OpenStack Board to discuss, agree upon and submit a candidate goal for some future release? I can think of two or three ideas that would perhaps be pertinent ideas to come from the board. I'm pinging you for your feedback and insight. Is there a 'theme goal' that the board should consider submitting? Do you think this would be a valuable board email discussion over the next couple months? OpenStack Foundation & Export / EAR

The OpenStack Foundation has received inquiries regarding concerns with a member subject to an Entity List Ruling.[1] While statements in the Executive Order prompting the listing used language granting a broader scope of authority, the Huawei Entity List ruling was specifically scoped to activities and transactions subject to the Export Administration Regulation (EAR). Open source encryption software source code was reclassified by the US Department of Commerce, Bureau of Industry and Security (BIS) effective September 20, 2016 as "publicly available" and no longer “subject to the EAR.”[2] Each open source project is still required to send a notice of the URL to BIS and NSA to satisfy the "publicly available" notice requirement in the EAR at 15 CFR § 742.15(b). The OpenStack Foundation (OSF) continues to work with our projects to ensure their notices are up to date and are maintained in the future.[3] Open source software, collaboration on open source code, attending telephonic or in person meetings, participating in training and providing membership or sponsorship funds are all activities which are not subject to the EAR and therefore should have no impact on our communities. Bylaws change proposed at next week's OpenStack board meeting to support Open Infrastructure project confirmation

As the OpenStack Foundation embraces new areas of strategic focus and as the associated Open Infrastructure projects mature, the OpenStack board desires to do its part in helping the projects thrive and grow. A key step in project advancement is the project confirmation by the Board. Confirmation will enable the Foundation to apply additional Foundation resources towards that project. In support of this process, the board at its last meeting, approved the OSF Project Confirmation Guidelines[1]. As the Guidelines point out, many factors go into the board's decisions. To ensure that the board has the mechanisms needed to be as sensitive as possible to the needs and feelings for those invested in the projects, the board will further discuss a motion to amend bylaws section 4.16 as follows: (changed text in italics). 4.16 Open Meetings and Records. Except as necessary to protect attorney-client privilege, sensitive personnel information, discuss the candidacy of potential Gold Member and Platinum Members, and discuss the review and approval of Open Infrastructure Projects, the Board of Directors shall: (i) permit observation of its meetings by Members via remote teleconference or other electronic means, and (ii) publish the Board of Directors minutes and make available to any Member on request other information and records of the Foundation as required by Delaware Corporate Law. If, during confirmation discussions, a project lead or Director feels that there is sensitive information that needs to be protected this amendment provides a mechanism for such discussion.
