[OpenStack Foundation] Individual Member Director Elections

It's not clear to me that it would eliminate it, but it's clear to me
that it would not be designed to favor it.

When I say favor it, I mean that cumulative is designed for a system
where having more votes and using them in that fashion is actually how
the game works. It's the design of the game, and it's the set of rules
that everyone is playing by. In fact, if I buy a million shares of HP
voting stock, I get to throw 1 million shares worth of weight around.
It's not a flaw - it's the way that works - and it makes TOTAL sense for
those environments.

That is the opposite of what we would like out of OpenStack.

Will condorcet be perfect? No. But - will a ranking system provide the
possibility that the results may be fairer? Yes. Absolutely. It's at
least an attempt at a design of a system that wants to treat its
electorate in a manner more closely to how we'd like to treat ours.

At the very least - it would allow me to cast a vote/prefernce for
someone other than myself. You know what? I think a ton of people are
great, and I think others are bad choices - but I can't express that at
all in our current system. Our current system incentivizes me to cast
all of my votes for one person - me. Anything else would be crazy and
ineffective.

That means it's broken. For me. As a foundation member. As a foundation
member, I want it fixed. As a board member, I would like to vote to do so.
