Good question. My guess is that the answer has nothing to do with
worthiness and more to do with trademark law and brand management. I'm
cc-ing Lauren and Todd who have the authority to confirm my personal
opinion for a reason not to incorporate the OpenStack logo.

The OpenStack mark more and more is getting specialized to identify
software, services and their capabilities. The Board has been pushing
for years for DefCore, which is ready to roll. 

Since Defcore is a fairly new program, I assume[1] the brief for the
User Group logos called for a new design that had "familiarity" with the
OpenStack "defcore" logo but was also different enough to avoid
confusion.

Personally, I'm not a fan of this approach. I think (personal opinion)
the user groups should have a different visual identity than the logo of
OpenStack used for commercial purposes. User groups are places where
people go to learn, share ideas, find peers and get support. If I were
to vote on a brief, I would vote for the user group to have a visual
identity that is clearly distinct from the "Powered by" logos.

That said, with every design, personal opinions and taste can only be a
major source of headaches :) I have left my comment on the survey and I
hope you did too. Let's see how to proceed from there once the poll
closes.
