[openstack-community] Chinese Ask OpenStack

Hi everyone,

I found that the Chinese version of ask.openstack.org is inactive for a long time. 
There're only 143 questions asked over 3 years and quite a lot of them aren't answered.

I've contacted the Chinese user group leader Ye Lu and the reply is that people rarely use it and there're already better methods for getting help in the Chinese user group.

My idea is to remove the Chinese version of ask.o.o and leave only the English version to better improve the user experience.

I would like to gather some comments from the community mailing list to see if there's any other great ideas that can put into consideration. Thanks a lot.

Hey Gene,
We did not use the ask.openstack.org much, for most open-source developers
English reading is not a problem.
Another reason here, in China we got many handy ways to communicate and
discuss, like csdn website, online forum or wechat group like slack.

And We had tried to let people to ask on the platform, but it's not as
active as the global site.
