Everett,

We use https://www.silverstripe.org/ as the CMS. We've also developed a 
fair amount of custom tools. All of these are open source as well and 
the repository is available to contribute here: 
https://github.com/OpenStackweb/openstack-org

Please let us know if you have any questions or concerns in setting up 
the repo.
