[Foundation Board] Bylaws draft changes for review at meeting

Hi Steven,

The request was not specifically for 8/16 month schedules but more to find a way to add flexibility to the timing and term length since those are attached to development cycles. Currently the Bylaws lay out a 6 month elections and 1 year terms, but there is usually some slight variation from those because of the length of cycles. 8 months seemed to be the safe upper limit and that’s what went in the first draft, but this section has been re-written in the most recent version I sent around this week.
