It’s an optional opportunity for the governance bodies of confirmed projects to share information with the Board when new projects come up for confirmation. The Board definitely holds the final decision, but I think that the TC or (other groups) can provide useful input and perspective, especially in cases where there is a tighter connection between new projects and existing projects. In my earlier email, I mentioned the example of Zuul, which for most of its life lived under TC governance and still today is a critical component of the development process for the projects the TC governs. While the TC will not have the final decision on Zuul’s confirmation, it could provide a valuable perspective on the importance of Zuul as a project and any thoughts on the Zuul’s confirmation as a standalone top level project.

To your other point, we on staff currently do get quite a bit of feedback on the pilot projects. It’s been very helpful and useful and we in turn pass it along and try to work with the projects directly. As we make some updates to our online information around the OSF and pilot projects, I like your idea of making an explicit request/mechanism for that kind of feedback to happen on an ongoing basis. I always prefer to get feedback sooner in the process while there’s more time to act on it.

This specific request is to the TC as the process allows for official input from other confirmed projects’ governance bodies when a new project is being considered for confirmation. This could be anything from a simple email to me and Alan, a formal resolution from the TC, or even a decision to not have an opinion. Since we’re just setting up this process, I was hoping to hear how the TC would like to be involved so we can make that part of the workflow for each of the projects that come up.

At this point, that could include Kata Containers and Zuul, although we are just starting to work with the projects on their portion of the confirmation process. I think if the TC wishes to provide feedback on either of those projects, it would be ideal to have it ahead of the April 8th meeting.

Having whatever materials they will be presenting available for the TC to review seems like a good start, although I don't know whether that's possible given the current schedule.
