It's worth noting that Mondays in odd ISO 8601 week numbers aren't
the same thing as the first and third Mondays of each month.
Basically the weeks are enumerated from the beginning of the year
and alternate, settling on Mondays when the week count within that
year is odd. See https://en.wikipedia.org/wiki/ISO_week_date for
details on the enumeration.
