[OpenStack Foundation] Updating the OpenStack Mission Statement

If we want to avoid being all things to all people, then we have to remove
the word "ubiquitous", for purely definitional reasons if nothing else. If
we want to have ubiquitous in the statement then we'd better have an answer
to the question about being all things etc.

This seems to be a fairly fundamental question to me, much more so than
whether we mention specific capabilities, users or operators.
