[OpenStack Foundation] Agreement on requiring board candidates to attend the meetings, and, why didn't this dogpile dial into the last meeting?

Some of them might have been actually extremely busy producing the
software that this Foundation is about. We have a release in less than
one week, in case you forgot about it.
