Time is running a bit short, but that would definitely help to smooth
the future transition. A few gotchas:
1/ The current system is 4 appointed + 5 elected + n PTLs (currently
n=5 so 14 members). To drop to a static 9, the PTLs would have to
collectively accept to put their seat up to election... which is more
likely if most appointed seats are also transitioned to elected seats.
2/ We would still use the old corpus of voters (members of the
openstack Launchpad group) for this "transition" election.
