[Foundation Board] Proposal

Directors, 

As part of the May 17 Board meeting, we would like to advance the Strategy discussions we began at the March 3 Board meeting. A couple weeks ago Mark Collier sent out a recap covering the March Strategy and Planning discussion. The recap summarized recommendations from the 4 breakout topic areas. 
The breakout areas being:
1. IoT / NFV
2. Containers & Developer Tools
3. Public & Hybrid Clouds
4. Product Management

Unfortunately time constraints at the May meeting will limit us to addressing only one of those topics.  We'll leverage the July Austin board meeting to address the other three.  Given the NFV activities that are planned at the Summit, which will bring members of the OPNFV community to the Summit location, we propose to focus on breakout topic #1 (IoT/NFV) at the May 17 board meeting.  

Second, we propose to invite Heather Kirksey, the Director of the OPNFV project to give us additional perspective on this topic at the Board meeting.  Two of the four "Overall Recommendations" in Mark's recap are centered around embracing strategic and adjacent industry groups, technologies, and communities building on our foundational IaaS and to foster collaboration across communities.  Inviting Heather gives the Board the opportunity to hear directly from the OPNFV community their perspective on how OpenStack fits with OPNFV, dependencies, direction and thoughts on future relations.

Some example discussion topics that we would like to suggest to Heather are:
- Fit
-- What does the success of OpenStack mean to OPNFV
--  Where OpenStack fits and does not fit with OPNFV
-- What is the potential addressable market
-- Would OpenStack Foundation be surprised in the way OPNFV is using OpenStack.  In other words is it being used as commonly intended and expected?

- Dependencies
-- What does OPNFV highly need from OpenStack  to be successful
-- What other open source or standards communities does OpenStack need to be working with? ODL, Contrail, OVN, ETSI? And how can OPNFV help us.

- Direction
-- Is there something the OpenStack Board needs to do to ensure strategic directions alignment with OPNFV?

- Relationship
-- What should be relationship be between OPNFV and OpenStack Foundation?
-- Any thoughts on better coordinating collaborative work?

- Overall
-- How would you measure success between the two organizations?

I'm sure Heather will have suggested topics/questions as well.
