OpenStack Board,

In the DefCore meeting today, we decided to request approval of the 
2015.next guideline at tomorrow's meeting.

The changes between 2015.03 and 2015.next are VERY minor:
1) added Juno as a version
2) added some Flagged Tests (which are handled in DefCore below board 
level review)

We believe adding Juno is needed by the community.
