You've posted to the list for discussing running openstack meetup
groups. You probably wanted the general 'openstack' list or the
'openstack-operators' list instead.

But for a quick answer check to make sure that you have the
placement service configured in the service catalog:

     openstack catalog show placement

If that is configured, then check to make sure that there's
something listening on that url:

     # you'll want admin/service credentials when making these
     # commands
     export PLACEMENT=$(openstack endpoint list --interface public --service placement -f value -c URL)
     export TOKEN=$(openstack token issue -f value -c id)
     curl -H "x-auth-token: $TOKEN" $PLACEMENT

If that doesn't return a response that looks something like (the
actual numbers will be different)

     {"versions": [{"min_version": "1.0", "max_version": "1.10", "id": "v1.0"}]}

then something is wrong with your setup but without more detail it
is difficult to speculate. If you do get a result like that it may
be that your web server is not reachable from your nova services.

Whatever the case may be, please direct any followups to the
appropriate list. Thanks.
