I think we have to know:
1. prefered location for speakers.
2. possibility to support travel fees (if exists) by users group.

As a speaker, I would be okay with my email address being listed
somewhere... User groups can use my information to contact me to
determine availability for participation in either local or regional
events.

In general, I'd be okay with groups contacting me (even outside my
city/region) if they think my areas of expertise/interest align with
interest in their user groups.  I think having a way to input this
information (interests/expertise) into the tool might be useful for
matching speakers too.
