Our challenge is to create a software tool and some community process to make a 'bureau' or directory of speakers that user groups can count on. ==> A first step noted in the meeting was to define requirements. As a speaker, I would be okay with my email address being listed somewhere... User groups can use my information to contact me to determine availability for participation in either local or regional events.
In general, I'd be okay with groups contacting me (even outside my city/region) if they think my areas of expertise/interest align with interest in their user groups. I think having a way to input this information (interests/expertise) into the tool might be useful for matching speakers too.

In addition to contact information and (general location) area(s) of expertise are important for when I'm looking for a speaker about, say, Neutron or some other specific topic. It would also be good to know whether a speaker might bring some kind of sponsorship along with them (travel, food/drink) or whether they'll need to have the meetup group foot their travel bill.

The CloudFoundry community have a speaker travel support program, so if we can add some review or evaluation for the speakers we should introduce something similar for OpenStack Community. I think it is also very important to add an availability information for the speakers. For example I know that I'm travelling to overseas for a week, or I'm available during a specific timeframe and I'm available to visit local meetups.
