[openstack-community] New user groups workflow

That sounds pretty reasonable to me.  I actually just added a new
group for the Portland area when Chris Hoge reminded me to do that.

There are several people up here in Portland working on OpenStack and
are helping me build up a stronger user group.  To that end PuppetLabs
has agreed to host our gatherings on the third Thursday of each month.
I'm also planning out the next several months of meetings with two
tracks in mind - one targeting "new to OpenStack" attendees and the
other getting deep into the technical weeds.  Each month we'd cover
one topic in each track.  I think it's going to go a long way towards
bringing in the vaguely curious folks as well as the people up here
who are ATCs  (thanks for that idea Spencer Krum!).

If there's anything else needed before the group goes live on the
portal please let me know, thanks!
