[openstack-community] Setting up Upstream Training in Tokyo [upstream]

Hi Loic, and all,

I am happy to support Upstream Training in Tokyo!

Japan OpenStack User Group already had done Upstream Training in Japan version 3 times,
so we have support you in many ways. Of-course, we are living in Tokyo.
